    For reference, Canada is saying that they cannot retroactively apply laws to prosecute someone.

    Either way, the fact that MKULTRA was considered a conspiracy theory for so long really makes you question what intelligence agencies are up to today.

    No, it doesn’t, that is not at all what the court has said, it’s just a clickbait title.

    What they said is that a 1982 Canadian law about suing foreign states cannot be used retroactively for a 1960s case. Much less dramatic, I know.
