It is defined in a legal sense, by both people who have suffered from genocide, and people who want to prevent genocide. Including the government of Israel which is committing a genocide, by their own definition, against the people of Palestine.
If you want to argue that English should be different, Wikipedia talks, and wikitionary talk pages are good places to do it. You could also reach out to your local State department, and petition them to get the definition of genocide changed.

To constitute genocide, there must be a proven intent on the part of perpetrators to physically destroy a national, ethnical, racial or religious group. Cultural destruction does not suffice, nor does an intention to simply disperse a group.
