I would have guessed the right scale was inches over 6 ft starting at the first 6. It is divided into sets of 3. We can’t tell if there are four sets marked 6 before we get to 7, but it’s a reasonable guess.

However, if he’s 167cm, he is only 5 feet 5 inches, so I dunno what’s going on here.
